Stephen Flynn is the Ira A. Lipman senior fellow for counter-terrorism and national security studies at the Council on Foreign Relations where he directs an ongoing private sector working group on homeland security. He has provided testimony on Capitol Hill and served as the principal advisor to the bipartisan Congressional Port Security Caucus. Dr. Flynn has served as lead consultant on homeland security to the U.S. Commission on National Security, and in the White House Military Office during the George H.W. Bush administration.
