The mission of Visually Impaired Preschool Services (VIPS) of Bloomington is to offer appropriate services to infants, toddlers, and preschoolers who are visually impaired, and to maximize each child’s developmental potential through direct services, advocacy and community education.

VIPS Bloomington provides in-home early intervention for children who are blind or visually impaired, from birth to three years old.  Currently they have one Teacher for the Visually Impaired (TVI) who works with families and their visually impaired children in their home.

Rebecca Davis, development director for VIPS Bloomington, says “80 percent of early learning occurs through the use of vision. Research has also proven that 85% of what we learn in our lifetime occurs in the first five years of our lives.”

“When a child is unable to gather info through her sense of sight, it is essential she get information in other ways,” Davis says. Teachers for the Visually Impaired give infants and toddlers tools for navigating the home, which is the first learning environment children encounter.

Rebecca Davis founded VIPS Bloomington, using the name and education model of an organization based in Louisville, Kentucky, after being unable to find services in Indiana for her visually impaired preschool-aged daughter.
