“The results from a new test to measure the reading skills of Indiana’s third-graders were released Tuesday. And they were decidedly mixed. Overall, 84 percent of third-graders passed the IREAD-3, given for the first time in March. That may sound like a high passing rate until you consider that every child is expected to pass what the Indiana Department of Education considers a basic skills test.”
