One in three Vigo County children lived in poverty in 2009, according to the Annie E Casey Foundation, and Terre Haute Mayor Duke Bennett says the city is doing all it can to get businesses to move back into the area to alleviate the poverty. Â The question remains as to what should be done to reduce Indiana's poverty rates. How can we target all aspects of the poverty problem to make progress?
