James and Naomi Collins

James F. Collins is senior associate and director of the Russia and Eurasia Program at the Carnegie Endowment for International Peace. He was the U.S. ambassador to the Russian Federation from 1997 to 2001, and is an expert in Russia and Eurasia, U.S. foreign policy, U.S. relations with Russia and CIS countries, Europe, arms control and nonproliferation, and Russian politics and economy.

Naomi F. Collins is a consultant to cultural and higher education organizations. She has served as Executive Director of the Maryland Humanities Council and of NAFSA: Association of International Educators. She has most recently developed and produced studies analyzing issues in higher education international programs, specializing in North America and Europe, for the American Council on Education.
