Just a week ago the one-one-hundredth of a percent increase in the Monroe County Juvenile COIT began taking a tiny sliver from pay checks in the county. Officials raised the levy in an effort to support the Youth Services Bureau, but in the mean time faced budget cuts. But changes to property tax laws recently led to an unexpected windfall.
