Senator Richard Lugar says he will repay the taxpayer money he used to pay for hotel costs while he was in Indianapolis.
The state inheritance tax is to be eliminated, and Hoosiers could get back around $70 each in taxes.
Refunds expected this year, but Assembly changes level of revenue surplus that triggers refunds after 2012.
The bill would increase the amount of surplus the state must have before an automatic taxpayer refund is triggered.
If budget predictions are correct and the taxypayer refund system is not changed, Hoosiers could receive about $50 each at the end of the year.
