Heavy rainfall this week caused leaks in areas that weren't previously identified.
The 115-year-old limestone tower and its grounds were named to the National Historic Landmarks list on Jan. 11.
Witnesses who saw it happen told state police the victim fell down eight stairs to a landing area.
Even though state property is exempt from Marion County regulations, the fountains will operate for just an hour a day until the ban is lifted.
The statue has been undergoing renovations since April.
