Indiana University students presented plans to the Bedford Council to pay for improved city parks and six to seven miles of pedestrian and biking trails.
State laws for crosswalks were written with pedestrians in mind, not cyclists, making some of the rules unclear.
The Bloomington Rail Trail made it on a list with 19 others as "coal ash dump sites" in the U.S.
The second and final phase of the B-Line trail opened Thursday, Sept. 8, 2011.
