Stoops has been a vocal opponent of I-69, and voted against the highway earlier this year as a member of the Bloomington MPO.
The MPO will have a regular meeting this Friday to discuss non-I-69 related business.
The U.S. House of Representatives plans to pick the bill back up after next week's recess.
The House Committee on Transportation and Infrastructure passed a bill at 2:45 a.m. on Friday that could bypass MPOs regarding interstate projects.
Federal Highway Administration and INDOT officials met with the I-69 subcommittee Wednesday to answer questions about how the MPO can affect the road.
The public is encouraged to come and speak at the meeting to help influence the discussion.
