The council voted to raise the tax to one dollar and four cents for each 100 dollars of taxable income. The current rate is one dollar for every 100 dollars.
The 44 cents per pack increase starts July 1 and is earmarked for expansion of health insurance coverage for low-income Hoosiers.
The resort is trying to find use for food that would otherwise be discarded. The food bank has seen a 40 percent increase in local food distribution this year.
