Bloomington City Council voted on the 2016 budget Wednesday evening in a special session.
Money from newly-installed parking meters in downtown Bloomington will help pay for five part-time and one full-time positions.
The city will also do a once-a-decade reconsideration of how it expands and where it should house its residents.
More than 30 employees have left the city's employ, resulting in more than $1 million in savings.
The Bloomington City Council has given initial approval to budget proposals from eight municipal departments.
