Indianapolis Mayor Greg Ballard vetoed two ordinances on Wednesday that would have affected gun owners and City-Council members.
The $4.7 million will purchase 100 new squad cars and make improvements to the firing range facility and the police academy.
The council only approved the framework for the $43 million program, and will discuss its funding next year.
