Just a week ago the one-one-hundredth of a percent increase in the Monroe County Juvenile County Option Income Tax began taking a tiny sliver from pay checks in the county. Officials raised the levy in an effort to support the Youth Services Bureau, but in the mean time faced significant budget cuts in county departments.  But changes to property tax laws under House Bill 1001 two years ago recently led to an unexpected windfall for the county.
