In a year in which record flooding also strapped the finances of local governments, a change to statewide property tax caps had an unintended consequence – less money to municipalities. As Hoosiers saw their sales taxes go up and their property taxes go down, cities and towns saw only the need for even more belt-tightening than a sagging economy already mandated.
