On the occasion of Independence Day, it can be instructive to ask the question “Who is an American?” Increasingly, the answer lies within a growing Latino community. When a special study group of Indiana lawmakers gets together this summer to tackle illegal immigration, they’ll rekindle one of the most contentious issues of this year’s legislative session. In January, state Senator Mike Delph introduced a bill that would have allowed the state to crack down on illegal immigration. The bill died in committee, and similar laws across the country are being challenged in court. But some lawmakers aren’t giving up the fight, and neither are their opponents.
