School budgets have been cut, provoking Washington schools to reduce bus service.
Many school districts across Indiana have two-hour delays Tuesday because of sub-zero wind chills.
Hahn Altman, the transportation director for North West Hendricks School District, said the delay is not about waiting for warmer temps. It is about preparing the buses.
Altman said the delay gives everyone involved extra time to start up the buses and let them run for about 30 minutes and take care of any problems.
