A committee tasked with addressing the consolidation of Howard County and Kokomo government has endorsed a proposal set down by Kokomo's mayor.
With the largest jobless rate in the country at one point and budget struggles throughout the year, Goodnight says Kokomo is slated for a better 2010 than 2009.
