			<content:encoded><![CDATA[<p>As the only one of our four beloved mayors to actually conduct his show in our studios, Bloomington Mayor Mark Kruzan will stop by March 17 to add to his Ask the Mayor library and legacy.</p>
<p>We will press the mayor on reactions to his State of City address last month. The mayor is already facing opposition from members of the Bloomington City Council to a proposed water bill hike.</p>
<p>In 2009&#8217;s SoC speech, Kruzan announced the Kirkwood &#8220;local businesses only&#8221; initiative, as well as a focus on expanding affording housing. We&#8217;ll get an update on those efforts.</p>
<p>This month we&#8217;re asking all our mayors how they see the stimulus package a year later. Columbus and Terre Haute&#8217;s heads didn&#8217;t have the best things to say about the process and payoff, so we&#8217;ll see if Mayor Kruzan shares these sentiments.</p>

Back then, the mayor, with his department heads, were filling out scores of applications to try to secure funding for shovel-ready projects. While Mayor Armstrong admits the city was fortunate to receive money for a handful of these submissions, he says in WFIU&#8217;s latest Ask the Mayor that the process was too long, complicated and verging on not-worth-it status. In fact, he rates the whole rigmarole a &#8220;C,&#8221; which isn&#8217;t a compliment given the grade inflation purported in today&#8217;s schools.</p>
<p>The discussion also covered recent layoffs announced by Cummins, who will furlough close to 200 at their Midrange plant in Walesboro at the end of the week. Armstrong speaks about how this trend could be the &#8220;new norm&#8221; given the prolonged sluggishness of the economy. And Cummins, coming off their most profitable quarter in company history, says the layoffs will continue because orders continue to be sporadic and intermittent.</p>
<p>Also, in vintage Armstrong form, the mayor rails against his naysayers &#8212; even sarcastically accepting blame for the global economic downturn. We spoke about his efforts to land foreign companies, highlighted in overseas trips last year, have yet to pay off. But, the mayor says, he&#8217;s trying to be optimistic through the rain.</p>

			<content:encoded><![CDATA[<p>Mayor Greg Goodnight says the news that Chrysler Corporation will pay back $30 million it owes in property taxes over the next few years is good news for the city, but does not cover all Kokomo&#8217;s budget losses.  Goodnight says Chrysler will pay the county about $6 million this year, of which the city will receive about $4.5 million.  That helps offset the lion&#8217;s share of what the city cut from its budget due to recessionary pressures, meaning at best the city is treading water financially.</p>

<p>&#8220;I know this is very parochial and it is biased, but I think Vi Simpson is a natural,&#8221; Kruzan said. &#8220;She&#8217;s already raised a significant amount of money for the gubernatorial campaign and so that gives you somewhat of a running start &#8212; nowhere near what it would it would take to run a statewide campaign. She&#8217;s already made the connections statewide.&#8221;</p>
<p>Though he concedes losing Evan Bayh at the top of the state&#8217;s Democratic ticket has hurt candidates for lesser offices who had hoped to run on the junior senator&#8217;s coattails, Bloomington Mayor Mark Kruzan says he thinks his party could still field a candidate who would be competitive with whoever wins what&#8217;s shaping up to be a hotly contested Republican primary.  Simpson, the state Senate&#8217;s minority leader, has been mentioned as a possible candidate by others, but has not publicly announced whether she&#8217;d like to be considered for the post.</p>

			<content:encoded><![CDATA[<p>In his 15th State of the City address, Mayor Fred Armstrong laid out what he&#8217;d like to see happen in Columbus during his last two years in office. The mayor recaps the speech&#8217;s highlights and lowlights and gauges reactions to what he called an address with &#8220;a lot of bad news.&#8221; But the mayor admits to not penning the speech himself, but rather piecing together an outline for one of his staff members. We also hear updates on the construction of the downtown Commons and other economic development projects. Enjoy!</p>

<p>We will ask the mayor about the implications of  <a href="http://indianapublicmedia.org/news/judges-ruling-kokomo-faces-obstacles-remonstration/">this</a> and how it affects his annexation strategy moving forward. Also the city is renewing its push for a commuter rail line. We&#8217;ll ask Goodnight about his concerns about a curtailed state plan that could compromise certain aspects of the project.</p>

Kruzan, a former state legislator, analyzes the voter referendum appearing on ballots this November that could result in 1-2-3 property tax caps entering the state&#8217;s constitution. Kruzan opposes the tax caps but admits &#8220;his heart is not in it&#8221; to campaign against them. The General Assembly&#8217;s vote in favor of the caps was political, Kruzan argues, as no state legislator wants to be pinned with an anti-tax cut label this November during elections. <p>Bennett also continues to face problems with the city&#8217;s sewer system. What progress has been made on the estimated $130 million dollar project?</p>
